Techniques implemented by highly
trained UMS graffiti teams include:
• Colour matched paint out - the colour is then recorded on
our database for future reference
• Low pressure and high pressure spray - this process
involves using specialist equipment such as water blasters
and hot water steamers. This process can be used in
conjunction with chemical removal where graffiti is
extensive and difficult to remove
• Chemical removal - UMS uses a range of chemicals, which
can be used for different surface types. The range of
chemicals used has been carefully tested and chosen based on
their impact on the environment, consideration of work safe
requirements, and their ability to remove graffiti.

UMS Graffiti Database
Through our wide range of graffiti removal contracts, Urban
Maintenance Systems has developed Specialised Graffiti
Management Software.
The features of our Graffiti Management Software include:-
• Tag Database (Register)
• Records costs per location, per tag
• Photographic records
• Daily, Weekly, Monthly Reports
• Monitors hit frequency
• Identifies Hot Spots
• Measure campaign effectiveness
Our system is regularly used to assist Vic Police and
Transit Police with reports of tags found within some of our
contracts. These are entered into our database and regularly
provided to the police. This allows for multiple convictions
when an offender is caught, as each graffiti “artist” has
his or her own individual “tag”.
Urban Maintenance Systems Pty Ltd realise that most
contracts will be different in format which means that each
contract will have varying software requirements to deliver
the specific requirements of the client. UMS has developed
contract specific programs which provides all necessary
information to the client in a format that most suits their
existing operational structure.
UMS are able to generate daily and weekly reports for the
Contract Supervisor which would provide all necessary
information to manage budgets, understand what work was
completed and what work was not completed etc.
The UMS “Tag” register has been used in prosecution cases in
conjunction with the Victorian Police. This means the
offenders can be prosecuted for a wider spectrum of graffiti
attacks and it can gauge the extent of the offenders
attacks. It can also be seen as a preventative tool in the
fight against graffiti as the more graffiti related
prosecutions the register helps deliver, the less graffiti
vandals are on the streets of our cities. This delivers an
obvious added benefit to clients as it will potentially
reduce the annual graffiti removal expenditure
significantly.
This tag register can be offered as an addition to out
contracts if it is deemed appropriate and beneficial. Tag
register information can be shared between municipalities
and cross matched to strengthen legal cases
Digital data reporting devices
Many government agencies and private businesses now require
24 hour removal of graffiti, especially where it is
offensive.
Real time capture and recording of graffiti removal is
therefore becoming more important for these asset owners.
UMS has developed digital data capture and reporting
software to enable this to become a reality. Field staff
receive the request from our Call Centre via GPRS data
transfer into a hand-held digital receiver. Once the work is
completed the job is closed and data is returned via GPRS to
our Graffiti Management Database for reporting.
Field staff can also create jobs proactively on site.
Each job includes data capture relevant to the work, as well
as before and after photographs. All data is imbedded and
tracked against the job.
Clients are then able to view jobs in real time by accessing
their records through our secure website.
Bill Posters
Bill posters are comparable to corporate
vandalism as they are usually advertising events organised
by private businesses. These posters are often posted in an
uncontrolled manner without the permission of the owner of
the asset.
Telegraph poles are a prime target for posters of commercial
nature.
These posters often attract more posters with a
consequential build up around poles on a daily basis.
Given the high traffic volumes on City streets, there is a
great possibility that posters can become litter. Posters
can deteriorate and end up in the streets and ultimately
pollute our waterways through the stormwater system.
Our solution to Bill posters, as with all forms of graffiti,
is rapid removal. The UMS Bill Poster removal strategy
encompasses our revolving removal process, whereby we vary
the removal routine, including removal time and cycles, so
as not to become predictable to the companies who are
putting the posters up.
Graffiti Removal from Private
Property in NSW
Changes to legislation in 2002 empowered NSW Councils to
remove graffiti from Private Property as well as their own
assets. This change in the law provided Councils with the
opportunity to eliminate the blight of graffiti in their
local areas.
The Local Government Amendment (Graffiti) Act 2002 commenced
on 19 July 2002. Under section 67A of the Act, NSW Councils
have the power and therefore the responsibility to remove
graffiti, where the graffiti can be seen and accessed from a
public place.
Additionally, under section 67B of the Act, NSW Councils can
remove graffiti, with the consent of the owner/occupier
where the graffiti can be seen yet inaccessible from a
public place.
New Graffiti Laws in Victoria -
Graffiti Prevention Act 2007
This recently proclaimed Act is an important part of the
Victorian Government’s graffiti management strategy which
aims to:
• prevent graffiti from recurring;
• remove and clean-up existing graffiti;
• enforce graffiti laws; and
• use technology to help detect and deter graffiti
offenders.
There are six new offences under the Graffiti Prevention Act
2007
• Retailer specific offences, i.e. selling a spray can to a
minor other than circumstances where the person can
demonstrate that they need the paint for employment
purposes, and advertising a prescribed graffiti implement
for sale, if the advertisement is likely to incite or
promote unlawful graffiti.
• Graffiti offender specific offences, i.e. marking publicly
visible graffiti on property without the owner’s consent,
marking publicly visible graffiti that would offend a
reasonable person, possessing, without a lawful excuse, a
prescribed graffiti implement while on or adjacent to public
transport property or infrastructure, or where the person is
trespassing and possessing a graffiti implement with the
intention of marking unlawful graffiti.
Councils have increased powers and responsibilities under
the Act which:
• establishes a new regime for the removal of graffiti by
Councils on private property where that graffiti is visible
from a public place; and
• empowers authorised Council officers to serve infringement
notices on persons believed to have contravened the new
restriction on the sale of spray paint cans to minors.
Heavy penalties will apply and a key aim of this Act is to
provide Victoria Police with new search and seizure powers.
It is also designed to provide Councils with the power,
subject to the consent of the owner or occupier, to enter
private property to remove graffiti. The Act does not
however impose any obligations on Councils to remove
graffiti from private property if they do not wish to do so.
Broadly speaking, the process involves giving notice to the
owner or occupier of the property and obtaining the consent
(in most cases) of the owner or occupier to the graffiti
removal.

Event Management
One off
events can be difficult and challenging to manage. Finding
appropriately skilled and experienced staff that are
available for an event is often the biggest hurdle. Often
events logistics fail or have poor outcomes because staff
are asked to juggle a project with their other commitments.
Urban Maintenance Systems have successfully assisted many of
our clients in this area, either managing the total event
from start to finish or assisting with a particular stage or

Australian Formula 1TM Grand Prix
Urban Maintenance Systems is proud of it’s association with
the Australian Formula 1TM Grand Prix. Having been involved
in every event since the move to Melbourne in 1996, UMS is
currently into its fourth long term contract with the
Australian Grand Prix Corporation.
The scope of services provided by UMS can be categorised
into two main areas being Traffic Management (major road
closures and localised traffic management) and
Infrastructure Services (removal, reinstallation and
management of park infrastructure assets).

Civil Handyman Services
Ever had one of those difficult jobs that requires the
services of a concreter, asphalt installer, brick layer,
landscaper and included street sign installations on a busy
road or car park requiring extensive traffic management?
Ever spent a day on the phone ringing around trying to
source and coordinate 6 or 7 different contractors willing
to spend an hour each on site to complete their small task,
only to find they charge you for a minimum 4 hours on site
and the entire job ends up costing 2 or 3 times what it
should?
As innovators in the local government infrastructure
industry, Urban Maintenance Systems now has the solution. We
are proud to announce the addition of a new service to our
already broad range,
UMS Civil
Handyman Services
This new service gives UMS the unique distinction of being
the first Victorian company to offer what we like to call
Civil Handyman Services. One call to UMS is all that is
required to fix up those jobs that often get put into the
“too hard basket” or delayed due to the number of
contractors required and the costs associated with minimum
charge operators.
We have in house the capability, proven experience and
resources required to manage a wide range of projects for
our clients. Some of these include:

UMS Civil Handyman Services is the result of an identified
